The city has provided 4 million condoms because April 2011, and that has corresponded with a drop in STD rates, Philly. com reports, but school leaders are worried that teens still consider a fourth of new STD cases in the city. "This is a serious public health matter," Mayor Michael Nutter informed Philly.com.
The condoms will be offered free of cost at the 3rd of the city's high schools with the highest STD rates, but only to pupils whose parents haven't signed a form opting out of the program.
